This might be the case. However, the LCG distribution model used for Netrunner is well established for the other FFG LCG's so it should be no surprise to anyone.
As for those who can't afford the data packs, I think if you can't come up with 15 dollars a month for a hobby, your financial situation is probably dire enough that not being able to win at Netrunner is the least of your worries, either that or you need to take a look at your budget and possibly sacrifice some other form of recreation if you feel you need to get all the cards to stay competitive (not sure whether you will or not, despite the optimism of others who feel the game will never come down to who has spent more money on the game).
