Seems way too powerful to me. With ten drones, that's an average of two per planet. Which means more than a 33% chance of an automatic lose for the offense, and likewise more than 33% chance for each ally to lose his ships without a fight.
Maybe base it on Artifacts, rather than Negotiates - only 11 in the deck. That would make it 12.9%, 24.2%, and 34%, for one, two, and three drones, respectively.
That still seems too powerful to me. If it was Reinforcements (6 in the deck), it would be 7%, 13.6%, and 19.7%. Come to think of it, Artifacts or Reinforcements might be more thematic.
A possible alternative to the automatic-lose aspect, it could be that you simply add any Artifacts draw to your hand, or add any Reinforcements drawn to your attack total. Or both. Maybe Flares, too.
