It could still be ambigous if the edges of two ships bases are parallel.
Consider f.ex. two ships whos bases are parallel along the x-axis of the play area, all points along the parts of the bases that overlapp on the x-axis will then be equidistant.

But in my opinion it is clear in the rules that it is the attacker that measures so it shouldn't lead to any arguments at the table any way :)
