I disagree with both these statements. SEA source followed up by Closed Accounts and trashing one of their resources can be a huge money swing in favor the corp. Heck, just the threat of SEA source is enough to get away with spending one action and 2 bits to make them pay 5. Closed Accounts late game is brutal. End of the day, besides Posted Bounty, Sea Source is the only way to reliably tag someone on your turn.
Snare by itself can randomly win games. And once a runner sees it they then have to do everything a bit more carefully. Granted, against NBN, some will assume you have the scorched earth and play safely anyways. I like it better in other decks, but I definately don't feel it's useless on it's own.
