1. That's true, making it more like (not exactly alike!) Boomer's OPT would make it extra "soft-revealy" (you cannot keep something obviously bad, e.g. The Labor Dispute or CAC, because unless it'd be a game-ending move, it'll result in your immediate brigging or execution). To be quite frank, I don't mind the way Roslin currently works, though alternative weakness seems better than the original one.2. "OP" stands for "overpowered". Roslin's OPT is one of the best in the game, making it as you suggested, but without the "random" part would virtually turn it into "Roslin + Boomer", which would be even stronger ability.
3. I rather like the criteria, although - even as "guidelines" - they could force changes in most of the official characters. I just disagree with the example provided. You're right, though, that they seem incomplete - including draws and titles will be a clear improvement.
I'd like to see discussion about metagame effects of character (re)design. How does certain abilities affect the game? Are certain effects even acceptable - e.g., Cain's Blind Jump?
