Netrunner is what, 113 cards? How many card types are there (not including sub types) ? Agenda, Upgrade, Asset, Ice, Icebreaker (Technically a Program, but I am making a distinction here), Corp Identity, Runner Identity, Program, Hardware, Resource, Event, Operation, Region. Those, I think are all of them, but that's just off the top of my head, I may be missing some or even duplicating some (is a region an upgrade?).
Magic, over 20 years, has 7 (not including tribal, sub or super types) card types. Creature, Instant, Sorcery, Land, Planeswalker, Enchantment, and Artifact. They didn't start out with all 7 of those either.
"Region" is more akin to "forestwalk". Merely a loaded keyword. (and one that is clarified on the card) The card type of the region we have now is "upgrade"
If you take each side individually, then the Corp has ICE, Asset, Upgrade, Agenda and Operations. 5 card types.
The runner has Resources, Events, Hardware and Programs. 4 card types.
The game is asymmetrical, so having different card types for each side is required, and where the functionality of two card types is similar (events and operations) giving them different names will avoid a lot of confusion.
The identity cards could be included in that, but really it is only one card you choose at the start to show which faction you are and which special power you have.
I have played a lot of different card games and Netrunner was one of the easiest to learn with the rulebook as given, at least once I had the cards to play around with.
The "rules" of Netrunner are one of the reasons I like it so much. Each side has basic actions they can take no matter what cards they draw. e.g. If you run low on cards you can draw more, you don't need to slowly draw 1 card a turn hoping to get what you need (Using your clicks more efficiently is better of course)
