Thanks to both of you for your quick replies!:DMmh ... I've yet to play the game - but this sounds more like a rule to encourage collecting than a sensible game mechanic. Unless I'm lucky and can grab a few more locations / find a compelling gameplay reason I think I'll just substitute a rule that any sector-less region group is considered to have a blank sector above it that doesn't give any energy but can be moved into and fought over by spaceships. Should work fine - at least I hope so. :)
