The 10 card hand limit. The fact that you'll likely only have 2-3 players drawing any one color. And most of all, the desperate urge to play the cards in order to pass skill checks or for the text effect.
With all of the above, I can't see a card hogging strategy standing much of a chance of doing anything but shooting yourself in the foot.
