Yes, that means you can build it for free - the rulebook points this out as a possibility.However, I don't see anything that assigns you control of said outpost without control tokens in the sector. I believe that the outpost would still technically be uncontrolled by you until you have at least one control token in the sector.
That's the way my group plays, anyway.
