I've tried something like this several times and usually nobody bothers because its a turn waster. Perhaps the most precious thing in the game is a turn and now you are using two player turns (or more) to accomplish something that one player do/should be able to do.

However, in a normal 5-6 game, I've found the investgators often run out of things to do so it may work wonderfully for you.
