I thought I posted this yesterday, but I must have messed up somewhere.
Here is the link: http://www.bandai.com/startrek/rules/
Of course it contains plenty of previews. One thing I was especially glad to see was that Terran Empire is its own Affiliation (See pages 12/13- Nyota Uhura). I was hoping for this, but expected to see it in a later expansion because The Next Phase contained the alternate future characters.

I was hoping that the Corbomite Maneuver would be, well, a maneuver. Something like:
"Discard a card from hand. Each opponent must discard a card from hand with a cost equal to the card you discarded. If they do not have a card of equal cost, they must show you their hand. Draw one card for each card discarded by an opponent due to this effect. If you have 2+ more Diplomacy than the number of opponents, draw a card."

Overall, it is a much improved rulebook, but it still has some quirks, like reference to The Traveler and Influence cards.

I just noticed that the Basic Characters are different from the ones on the site. Which ones are current? I was looking forward to the whole Redshirt theme...

I like the whole "+1 Mission Explore" thing. I might integrate that as a house rule for TNG.

I noticed there are no rules for encountering starships in the space deck, but the players' starships read "Starter Starship". Am I to surmise that starships may come back in a future expansion? I know they were thematically weird, and arguably unbalanced, but the latter could be fixed with specific "Diplomacy Goals" printed on the ships and much smaller Diplomacy bonuses.
