Well from my view, you're adding a rule that isn't there in the rulebook.
The rules for Robo Rally are everything else than to-the-last-point perfect. There are numerous holes and unexplained situations.
In the original set, I don't see any holes or unexplained situations.
Everything about shutting down implies that the robot does and can do nothing.
And everything about repairing implies that all robots repair, whether or not they're shut down.
Considering there are a lot of details in the rules to wish for, what I consider to be the most reasonable interpretation is to extrapolate from the rest of the information given. And the rest of the information given from the wrench is that – it doesn't happen. Forget that you're even there.
You have made quite clear what your extrapolation is. I make a different extrapolation.
