The Rebels already have their mainline fighter, the X-Wing. They're getting their fast interceptor, the A-Wing. They have a tough, special role ship in the Y-Wing. Finally, they have their big ship, the YT-1300. The B-Wing would add a heavy fighter / bomber / missile boat, which would be something new, so that makes perfect sense. Also, it's the last fighter-sized craft in the movies we haven't gotten for the Rebels.
Another argument for the Z95 is that it'll add a cheap fighter for the Rebels... the problem there though is that cheap isn't in the Rebels' vocabulary, it's just not how they work. Part of their theme is slower, tougher, more expensive ships. That's their faction trademark. Sure, often there's something that bucks that trend, but I don't see it happening this soon. Also, the Headhunter looks too close to the X-Wing to be something we'll see this soon. It's not special enough.
Now, all of that being said, despite the fact that I can't really see what the Imperial Shuttle would add for the Empire, I still see it as the next best candidate after the B-Wing and TIE Bomber. It was in the original trilogy a few times, we have tons of extended canon on it and it could make a nice, tough, boat of a ship for the Imps. It's probably a better counterpart to the YT-1300 than the Slave I is. On the flip side, Dash's Outrider seems like a better counterpart to the Firespray. The Outrider could be faster / more agile than the Falcon and more heavily armed, but weaker.
That's all just my opinion, but I'm a game designer and it's what I'd do. Not that I'm always right or anything. lol

That's a fair point, the Z95 would encroach on the Empire's faction feel somewhat if it were as cheap as the standard TIE/ln. It's an even better point that looking similar to the X-Wing is a big strike against it. I don't remember it being very good though, in the computer games. I don't think it was very maneuverable or strong... it was like an X-Wing, but worse all around. Which makes it funny to suggest it, but it's supposed to be the older model fighter from the same company IIRC. Similar maneuverability, just more poorly armed and shielded.
The reason I think the TIE Defender, at least, is a strong likelihood is because they're rapidly running out of well known, movie-sourced fighters to use. I have no idea where FFG is ultimately going with this, but if this keeps selling well, and if they intend to release waves with 2/4 fighter sized craft each, they're going to have to get them from somewhere. The Defender, in particular, is well-known for an EU ship. It's got its own Lego set, even.
