Yeah, the best time to Blind Jump would have been immediately post-Sleeper rather than getting Baltar to scan Boomer.In general, a Blind Jump costs less population than an unplanned jump at -3, but goes to a worse destination, so may or may not reduce the number of jumps required. When going to New Caprica, the fact it hits civilians rather than population means the jump is effectively free (unless your population is in serious trouble, you're not going to evacuate more than 3-4 civilians anyway, so losses before New Caprica just let you look at ships you'd be leaving behind anyway...
