The combination of speed and factory indicates, that the factory card does not provide a doubling of the move but merely a +1. If it would allow doubling the move action, a speed mech with factory card would be able to move 4 hexes. As we know, this is not the case.

Why does the factory card double the movement for a Fenris Leap mech? Why is it not a "usual" increase to three hexes?



I think you're a little reversed in your thinking... the SPEED ability allows +1, NOT the factory card. To avoid confusion, think about it this way: Select your move action first, whether it be a single-hex move from the player mat or a two-hex move from the factory card... THEN apply the speed ability AFTERWARD as +1 to the original movement. In any case, Fenris doesn't have the SPEED ability nor are there any SPEED mech mods if I remember correctly.
