Your point is one thing I don't really like about this game. You have to buy at least one of every expansion if you want all of the upgrades. On the plus side, so far, even with the wave three expansion it is still cheaper than a warhammer army.

Probably the best way to collect it is after the base set and the first two sets of expansions is to collect with a friend. You collect one faction while he collects another, and you find a way to share the upgrade cards between yourselves.

Although, as you said, if you know what all the upgrades do it is possible to create a squadron list before hand and only buy the packs needed for the upgrades you want.
