There is no reason that this needs to be the case. This assumes both that "deck sizes remain constant" and that the number of competitive decks remains constant.

In a world of perfect card design, there would be no difference in overall power level between different cards, but cards would be of different situational use, and the more cards released, the more viable strategies would open up so that every card could find its place in some competitive deck.

Obviously, that ideal will not be reached, but you can bet it's what the designers are aiming for. Anyhow, the whole rest of your argument was based on your initial fallacy.
